Dr. Bashar is a career civil servant having working experience of more than 27 years in the field of public administration and development cooperation. He worked in different Ministries including field administration. He also served as First Secretary (Commercial) in Bangladesh Mission, Malaysia. He is actively engaged for many years in the global discussions and dialogues on development effectiveness, particularly in the Global Partnership for Effective Development Cooperation. He played significant role in donor coordination for development financing. He is involved with the implementation of SDGs in Bangladesh since its beginning.
He studied in the Sher-e-Bangla Agricultural University, Dhaka. As an ICCR scholar, he received PhD from Indian Agricultural Research Institute (IARI), New Delhi
